The teens who saw it happen say they still can't believe it.
"He was like, 'Oh, hey, there's a little boy,' " said Brianna Jones. "And so I thought a little boy is up there by himself, so I was like, 'What?' And I turned around."
"So my first thing," her friend Kaylub Fawley said, "I was just like, 'OK, got to get some video.'"
Kaylub, 18, and Brianna, 19, said that since childhood, they have played in the water beneath the railroad bridge known as one of the Twin Bridges in Montesano.
But for a moment last Wednesday, they thought they might be witnessing a tragedy.
"And then that's when the guy was going like this," Brianna said, swinging her arms. "Getting ready to toss him, and the second time, he tossed him."
"He went right in the water, landed neck-first down in there," Kaylub said. "Soon as he popped back up, just screaming bloody murder. On the way down, the mom's screaming, 'Whoo-hoo.' "
Kaylub and his friends ran over to the boy and his mother.
"Started yelling at her," Brianna said. "And she's like, 'He's my kid. I can do whatever I want with him.' "
The teens called 911.
"That kid's lucky to be alive, the way he landed on his neck like that," Kaylub said. "Especially from 27 feet off a bridge. That's not good."
"I don't even jump off that bridge," Brianna said. "I'm scared, too."
Now, the Grays Harbor County prosecutor is reviewing the case.
What, Brianna was asked, does she want the prosecutor to decide?
"I want the mom to be charged," she said. "I want CPS to be involved. The child needs to be taken away from her because I don't even have kids and I know that's wrong."
Kaylub posted the video on Facebook. It has now been viewed more than 665,000 times.

Grays Harbor County Prosecutor Katie Svoboda got the case about noon Tuesday. She says she wants to spend a bit of time making this decision.
Svoboda says she could decide Wednesday whether to file charges.
