ORANGE COUNTY, Fla. — The Orange County zoning board denied a proposal to build a commercial dog breeding facility after hours of discussion on Thursday.
People spoke out against the project for more than four hours. The applicant was the only person to speak in favor of the zoning change.

Those against the project showed up wearing red to emphasize their opposition.
Breeder David Valencia said he wanted to live on the property, on Lake Pickett Road near the intersection of South Tanner Road, with a kennel in the back.

It would have been a 4,800-square-foot building that could have held up to 100 dogs.
Valencia said he did plan to breed mostly small dogs, but insists he cares about dogs, is a careful breeder, and was not going to run a so-called puppy mill.
