ORLANDO, Fla. — The Orlando Police Department has identified and arrested a suspect in the shooting on Columbia Street on Nov. 23, 2025.
Earlier today, OPD’s Homicide unit arrested 49-year-old William Payne.
Payne was charged with first-degree murder with a firearm and aggravated assault with a firearm.
OPD says there are no other outstanding suspects.
