The White House said the people were released from prison and placed in home confinement during the coronavirus pandemic.
He is also pardoning 39 Americans convicted of non-violent crimes.
It’s the largest single-day act of clemency in modern history.
In a statement, Biden said in part, “America was built on the promise of possibility and second chances. As president, I have the great privilege of extending mercy to people who have demonstrated remorse and rehabilitation, restoring opportunity for Americans to participate in daily life.”
