Personnel file of Orange County code enforcement director shows previous complaints for hostile work environment

ORANGE COUNTY, Fla. — The personnel file of the Orange County code enforcement director show several complaints over the past six years leading up to two recent complaints that led to an ongoing investigation.

Earlier this month, a seven-page letter was hand-delivered to multiple county officials by a senior employee detailing allegations of abuse of power, corruption, discrimination, a hostile work environment and psychological and emotional distress caused by the code enforcement director, Bob Spivey.

Investigative reporter Daralene Jones obtained Spivey’s personnel file and uncovered several complaints about Spivey’s behavior dating back to 2014.

That year, the records show Spivey was given a written reprimand after allegations of him creating a hostile work environment by making offensive and derogatory comments regarding his subordinates.

The file also shows that Spivey was named in two additional investigations with similar allegations in 2017 and 2018, but that county investigators found no wrongdoing.

County officials said they will not comment on the ongoing investigation, but they said the county’s new evaluation format is more comprehensive.
