ORLANDO, Fla. — Orlando city leaders are working on an ordinance meant to curb crime in downtown Orlando.

It would require new business owners to apply for a special use permit and show a safety plan if they want to serve alcohol after midnight.

Another change would require parking lot owners to have a security plan and block off lots when closed.

Once the draft ordinance is completed, it will be brought before the city commission for a vote.
