The supervisor of elections said staff identified the suspicious envelope among vote-by-mail ballots delivered to the office.
Out of an abundance of caution, they said the deputy stationed at the office evacuated the warehouse where vote-by-mail processing happens and called in firefighters.
Police said the building was safely evacuated just before 3:30 p.m. and that the situation was resolved minutes later.
The investigation shut down west Kaley Street and Lucerne Avenue.
