ORANGE COUNTY, Fla. — An Orange County commissioner wanted to keep landlords from raising the cost of rent for the next year, but did not have enough support to put it on the November ballot.
Commissioner Emily Bonilla, who floated the plan, expressed her frustration to fellow commissioners and the mayor, who did not want to explore a freeze on rent rates for the next year.

The proposal would have froze rent for any building with three or more residential units, and there would have been a fine for violations.
The freeze would not have impacted individuals who own homes and rent to someone.
