He is accused of shooting into vehicles in four separate road rage incidents in December and January. Deputies said in each case, he was driving a black 2014 Mercedes C250.
Deputies released footage of the shootings on social media last week asking the public to help find the driver involved, offering a $1,000 reward.
“He is a menace and needs to be stopped,” deputies said in a tweet.
Investigators said over the weekend a tip led them to a home on Bonneville Avenue, where the Mercedes was located. Deputies said during the course of the shootings, the plates on the car were changed.
When deputies arrived, they said Bullard ran into the nearby woods before surrendering.

Deputies said Bullard admitted to the shootings and said he dismantled the firearms he used and disposed of the parts while he was out riding his motorcycle.
He is being held at the Orange County Jail.
