New Smyrna Beach plans to issue moratorium on developments in flood zones

VOLUSIA COUNTY, Fla. — The city of New Smyrna Beach is issuing a moratorium on residential developments over 10 acres in flood zones.

This comes just as the city experienced 21 inches of rain in less than 24 hours and more than 800 homes were flooded.

People are questioning if the development out west contributed to the flooding.

Residents like Randy Herman are looking to have these flooding issues subside.

“We are not saying we are against developments,” he said. “We really have been faced with a crisis that is probably going to be something we have to consider.”

The city said that this moratorium would allow it time to seek out those answers.

But some developers are said to have spent millions of dollars and put countless hours into these projects, according to attorney Glen Storch.

“You have to be very specific that this is the whole purpose of what you’re doing,” he said. “Otherwise,  you run the risk of creating massive issues for the city.”

The moratorium will last until June 27, 2023.

The city will have a final vote on the moratorium Jan. 10.
