, Fla. — Seminole County has been trying since 2019 to pass a new interlocal agreement between the school board, the county and seven cities.

The agreement helps to determine school zoning when it comes to new development. But the city of Winter Springs is holding things up.
The city of Winter Springs believes by signing the new inter-local agreement, they will be giving up some control over where Winter Springs students go to school.

It’s been 15 years since Seminole County updated its local agreement, which allows coordinated planning to calculate the impact of new developments on surrounding schools.
School board member Amy Pennock said in the old agreement, 100% of the agencies had to agree to a change being made, but the new agreement only requires 88%.
Winter Springs is the only city that hasn’t signed on after two years. The school district said the city has proposed its own two-party agreement.

In an email from superintendent Serita Beamon to former City Manager Sean Boyle, it’s alluded that the city wants to make sure Winter Springs students attend Winter Springs schools.
Beamon also says that the ILA is not intended to and does not determine school attendance zones.
Beamon points out that the majority of Winter Springs students attended Winter Springs schools, and the majority of those who are not are doing so by choice.
