It happened outside Sugar Mill Elementary School in May of last year.

Investigators said the young girl was hit by a car that had just dropped off another student near the school’s entrance.

On Tuesday, police announced their conclusion that the driver who struck the girl was not driving recklessly.

They also said speed was not a factor in the crash.

POPD cited Pamela Schulz, 70, of New Smyrna Beach, for failing to exercise due care toward a pedestrian in a crosswalk.
