Couple arrested for child abuse in Kissimmee, deputies say

KISSIMMEE, Fla. — The Osceola County Sheriff’s Office said a couple was arrested for child abuse and failure to report child abuse.

Investigators and the Department of Children and Families said the incident happened on Dec. 7 at a Kissimmee home. 

Officers said Lance Rachel was angry about a couch cushion being out of place and accused the victim of lying. 

Rachel punished the child by screaming obscenities and physically abusing the child for 28 minutes. The child was hit over 50 times with a belt and choked, investigators said. 

Investigators said at one point, Rachel told the victim he would break his jaw. 

OCSO said some of the incidents were caught on in-home surveillance cameras, and on Dec. 16, Rachel was interviewed by detectives and provided information confirming the abuse. 

Officers said Rachel’s wife, Kimberly Rachel, was also arrested for failure to report the known child abuse. 

Rachel was arrested for aggravated child abuse and battery by strangulation.
