“The court system has to notify the division of elections and then the division of elections has to notify the supervisors of elections,” says Lake County Supervisor of Elections Alan Hays. “All of these parts have to fit together, but during the implementation of Amendment Four, the division of elections suspended the notification to the supervisors and that resulted in some lag.”

Amendment Four, the “Voting Rights Restoration for Felons” amendment, passed overwhelmingly in 2018 and restored the rights to nonviolent felons; convicted sex offenders were not part of that group.
“I’ve been searching for voter fraud for eight years now,” Mark Glaeser who discovered the possible casting of ballots by convicted sex offenders. “The passage of the amendment not only gave the right to vote to those who were eligible, but also gave cover to those who were ineligible to vote.”

So far, the Florida Department of State, which oversees the Florida Division of Elections has not commented on these cases or how many more cases are in Florida’s other 66 counties.
For supervisors, while the number of votes is statically insignificant, it is nonetheless a problem that needs to be addressed.

“There are questions that need to be asked and answers that need to be found,” says Hays. “The law needs to be followed to the letter of the law.”
