2 women face animal cruelty charges after dogs found dead, emaciated

ORANGE COUNTY, Fla. — Two women are facing animal cruelty charges after police said they found one dog dead and another chained up and near death.
 
Investigators said they've had problems with the way Mariana Ceraphin has treated her dog in the past. Conlonda Riley, Ceraphin's roommate, was arrested on the same charge.
 
Police said they went to a house on Kirkland Boulevard in September and found a dead dog in the backyard with a chain wrapped around its neck. Investigators said a dog was also chained to a tree and was thin enough to see its rib cage.
 
"One thing everybody around here knows is they love dogs," neighbor Melvin Lawson said.
 
Lawson said the charges don't make sense because the two women are crazy about animals.
 
Ceraphin runs an Instagram page where she gives makeup advice to thousands of followers and a YouTube page where she does makeup tutorials.
 
Ceraphin is being held without bond at the Orange County Jail. Riley has bond pending, according to records.
