Surveillance video shows moments before fatal Titusville hospital shooting

BREVARD COUNTY, Fla. — The state attorney’s office released new video Tuesday of a fatal shooting at Parrish Medical Center in Titusville.

David Owens, 29, is accused of killing a patient and a hospital worker in July.

A judge ruled earlier this month that Owens was mentally incompetent to stand trial. Owens remains in custody at a state mental health institution.

The newly released video showed Owens shortly after he rode his bike to the hospital. He slowly walked past a hospital reception area that was unattended, and into a hallway.

The video also showed three hospital workers running from the hallway shortly before Owens walked out.

The video does not show Owens walk into a hospital room and shoot and kill patient Cynthia Zingsheim, 92, and hospital employee, Carrie Rouzer, 36, investigators said.

After the shooting, Owens was tackled by two unarmed hospital guards, who were able to hold him down as police arrived.

Owens was questioned at the police station, and in the interrogation video, he is unable to have a coherent conversation with investigators about the shooting.

“Are you a magician? Can you teach me that,” Owens said to the investigator.

“No I can't, because I'm not a magician,” the investigator said to Owens.

Owens moved around the interrogation room and talked to himself before investigators walked in and began the questioning.

Owens' mother told Eyewitness News that she tried for years to get him mental health treatment.

A victim's husband, who asked not to be identified, told Channel 9 he saw the video and thought Owens was just acting.

Owens is now scheduled for a mental health status hearing in April.
